Error Message On Magix

Greetings! I have a Merlin Magix system that gives me an error code " Pool Busy +/or OOS then below the code 4C03 ".

Can anyone translate that for me or point to some reference material to identify the code?

4C03 : System needed to use a trunk in the pool , some are busy ,some are idle, how,the idle trunks are not in service,
you need to restore,if out of service
