Error message : invalid OMF record

I'm trying to compile a program calling a dll by a .lib, and I'm getting this error message :
Error: 'C:\BORLAND\BIN\SEM2-32.LIB' contains invalid OMF record, type 0x21 (possibly COFF)
The lib and the dll were created by someone else.

I don't understand, does anyone have an idea on this ?
