Error message concerning "WEBCHECK.DLL"

An error message has started appearing. The message is as follows:

This occurance has just started to appear today, and despite my efforts to run scandisk and other applications, this is not corrected. I am not even entirely sure what the problem is.
I have also noticed that Internet Explorer is not showing all web pictures as it should. It shows the box with "X" in it. Reloading several times will help, but it should not be doing this. I do not know if this is related, I am just figuring that the "WEBCHECK" has something to do with it.
I do not know where to find the answer to correcting this problem and I was hoping you could share any tech sites or anything that might help.
Opperating system is Windows 98 with AOL version 5.0 Internet explorer. AOL is also version 5.0. Computer is Gateway with 433c processor.

PS: The Microsoft support area for personal pay per incident is down or my computer will not access it. This is why I have resorted to this methode.
 
There's a conflict between IE versions that causes this.
The windows update site has the fix (don't remember which part though), just update to IE5.5SP1 and it will go away.
Of course, using AOL, you'll have to complain to them, or try their upgrades.

I am trying to reinstall my IE, but I guess traffic is too heavy or something. It will not let me connect to a DL site when I run the setup.
Since posting this, I have found that the probable cause to this is that I downloaded and ran a trial version of something called RegClean. I suspect this has changed my registration files or something and RegClean is supposed to show me an UNDO file, but I have been unsuccessful in finding the UNDO. I have tried setting the FIND on the start button to locate it in several different ways, but nothing comes up. I think RegClean did something and I don't know how to UNDO it because I can't find the UNDO.
My current attempts to correct the problem will be to try running the setup for IE again and reinstall it. Also, it has been suggested that I try replacing the following files:
-Advapi32.dll
-Mfc40.dll
-Mfc42.dll
-Msvcrt.dll
-Msvcrt40.dll
-Olepro32.dll
-Urlmon.dll
-Wininet.dll
If anyone sees any problems or has any sure fix for the problem, please let me know

I just wrestled with this problem for several days.

I had reinstalled WIN98 from CD-ROM. That apparently replaced webcheck.dll with an older version that IE5.5 needed.

I determined this by going into Control Panel>Remove Software and attempting to remove IE in order to reinstall. A repair utility automatically ran (apparently you can't remove IE) and under details, informed me that my wencheck.dll file version needed to be replaced.

I downloaded and reinstalled IE5.5 today and so far so good.
