error loading tui.nlm

I have installed the tcpip update for 3.12 and when I load the tcpcon.nlm the tui.nlm fails to load giving me the error

Loader cannot find the public symbol NWSSetListElementSkew
Loader cannot find the public symbol NWSGetListElementText

What is the problem?

Typically this is a CLIB issue. Get the latest CLIB update from Novell.
