error loading ndps broker

down to the last server and last iPrint set-up and we have run into a problem. We make a broker and load it, make the manager and load it, make the printer. now here is the problem we have to load the print driversfor a laserjet4 when we try to open the broker we get the error that it is not loaded but we can see that it is loaded in the screen console. but when looking at the broker @ the console all the services are disabled and when I try to enable them i get a -1101 error

this is a 6.x server sp1 this is just like the other 9 server
