error license not operative !

I've NT TS SP6 with MF XP 1.0 FR1 in spanish, and i'm trying to install a license EW22XPS Metaframe XPs 1.0 English 5 user license.
I try to install and activate and i don't have any problem but when i try to access from application published appears
message error license and only can access one person for one instant.
Anybody can helps me ?
