Error Installing .NET

I get the following error when trying to install .NET 2003 on a new XP machine.

"Setup has detected that another program requires the computer to reboot. You must reboot the computer before installing Visual Studio .NET Prerequisites. Once the system reboots, you need to restart setup. Click OK to reboot. Click Cancel to exit setup and install later."

There isn't another program, that I can see, that hasn't finished installing. I've searched Microsoft's site for the error and followed each of the solutions, none of them have worked. I've installed this same version on several machines and never had this error before.

Any suggestions?

Is this an newer HP machine?

No it's not, it's a Dell. I ended up just restoring the machine to the factory settings and reinstalled everything. Working now.
