Error in upgrading Upfront 6 yo Upfront 7.0

I am busy migrating from Upfront6.6 to Upfront7.0 (Different Machines)(Before going to 7.1). Both machines are RS6000's running AIX4.3.3.

I can connect to the Upfront server, etc.

My last step is do migrate the upfront data. I have done a pack on the old 6.6 system and now want to run the run-upfupgrage to import the data into the 7.0 system. I get the following error "Error initializing Access Manager"

Has the Access Manager runtime been set in the new environment?
