Error in root web

I've been struggling with this for a few hours now. The server previously running WSS went down so I installed sharepoint on a new server and pointed it to the content/config databases stored on a separate server running SQL 2000. Everything seems to work fine EXCEPT the root web site, which simply displays an error page, "Cannot complete this action. Please try again". Nothing is logged in the event viewer. There was a KB on this that seemed unrelated to my problem but I tried changing the root owner anyway without any luck.

If I go to a subsite off the root site, however, it works just fine. I can get to the settings page for the root site via URL, just not the site itself or any of its document libraries, etc.

Has anyone seen this or know how to restore the content database properly? Thanks in advance...
 
They both have the same name. As far as configuration, they are the same system...both are/were running WSS Services 2.0 and, I believe, SP2. Would there be anything elsewhere in the environment that may cause a problem like this? If the old server was not on SP2 would it cause this problem? I have no easy way of telling at this point...
 
I checked, SP2 was published in 2003, so they definitely are on the same version of sharepoint.
