ERROR IN OUTLOOK 1

Kippy13's solution worked as far as opening the attachment,but my user is still getting the error maessage.This is the error he's getting :

"Cant open this item.The text formatting command is not available.It may not be installed correctly.Please install Outlook again.An OLE error has occured.The program is not correctly installed.Run setup again for the program".
