Error in Event Log

Hello people!

Often i have an error in Event Log:

"the service could not bind instance 1 (or 2, or 3). The error code is..."

Usually this error caused by SMTPSRV or W3VC (i'm not sure if the names are
correct. But smth like that)

What really happens there and how to avoid these errors?
