Error in any office application that there are restrictions

When I try and select a hyperlink in a email or when I try select a link in excel i get the following error
"This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator."

This is a stand alone pc I am the administrator, what can be done to rectify this .

 
What operating system are you working on?
What Office version are you working with?
If the operating system is W2K Pro or later, what general level of user permission are you currently set at on the system?

When we switched over from Win NT 4.0, SP6 to W2K Pro with Office 97 on the system, and the users were setup as being Restricted User (or Standard User, which is the level below Power User level) given the System administrator didn't want users installing software on the PC's, any Excel file that contained any macros, the restricted user could not open the file and getting the VBA error message, "Permission to use object denied."

Resolution to this error, someone with at least a Power User level permission in W2K had to open an Excel file with a macro in it, so as the program could do it's one time write to the system registry file as Restricted Standard Users does not have that permission. Once this was done, the user could then open any Excel file with macros in them without a single hitch.

T add to rdodge's suggestion, could you maybe have a "policy" problem?

From control panel > admin tools > local security policy > local policies check out (user rights or security) policies
 
Not off the top of my head, but take a look to see if any one is obvious or looks suspect.

Make a record of any changes you intend to make in case you need to put things back the way they were.
