Error - History always empty in IE6 on XP

I'm having an intermittent problem with IE6's History on Windows XP.

The History does not automaticaly contain a users current or previous URLS. Occasionally the History biutton appears in the Forward arrow on the navigation bar.
When clicked the Hisory is revealed.
However, once Explorer is closed and then restarted, or another window opened the History once again disappears.

I have tried all usual settings in options to sort this problem out. Has anyone any clues as to why this is happeneing?
