Error Generating CAB files. Error Code 3

Trying to distribute a finished application. Setup wizard fails on first CAB file with the error message: "Error Generating CAB files. Error Code 3". I've already tryed deleting the "Distrib" directory from VFP. Any ideas why I the setup wizard fails to create the installation disks?

One thing that is known to cause problems is if you have multiple directories and the same named file in two or more.
