Error failed 199 on changing volume pool 1

A tape was added to the robot but cannot change volume pool from netbackup to scratch. I keep getting failed 199 on the change command.
 
Has the media been written to?? If there is data on the tape that has not expired, the media will not be able to be moved to a different volume pool.

Run the following to see if the tape has a 'Time Assigned':

Unix:
/usr/openv/volmgr/bin/vmquery -m <tape_ID>
Windows:
\<install_path>\veritas\volmgr\bin\vmquery -m <tape_ID>

Thanks Bob I wish that were the case but it is scratched and does not have a time assigned. I appreciate your time.
 
Please check the reports section for the media log.

Just because the VERITAS documentation states something as certain, that does not make it a fact and that is truth.
