Error Event ID 4311 for Source NetBT: 1

Event Viewer/System announcing an error Event ID 4311 for Source NetBT:
"Initialization failed because the driver device could not be created"
My OS is XP SP-2, FAT 32 , modem Dial-Up connection.
Besides MS stating this error can be safely ignored, would like to fix it.Found that Hotfix KB 833747 can help to sort this problem ( SP-1 is mentioned) ,but I'm not sure.
Another event which can provoce this inconvinient can be in connection
"Net Share'.
Try Start-Run_ cmd /Enter thaen net share/Enter received:
The Service is not started-System error 1058 has occurred-
"The service can not be started either because it is disabled or it has no enabling devices associated with it"
I am confused what can be the reason for:
-some bugs in the Registry
-some missing drivers
-aome Servies not running properly,
or....?
Try by Google and MS TechSupport,nothing usefull found
Please advice me how to fix it.

Are you sure that the referenced service is enabled, and not disabled?

Try checking here:
Start Menu -> control panel -> Performance and Maintenance -> Administrative Tools -> Services

If you have the pretty stuff turned off in XP, then you will not see the "performance and maintenance" part.

Also, try checking msconfig under "Services" tab to see if any unchecked there.

To get to msconfig:
Start Menu -> Run -> type "msconfig" in box, hit <Enter>. Then look at "Services" tab, scroll through the list.

If you know the specific service, it will make it much easier to look for.

Also, if the service is set to Manual as apposed to Automatic under Services from control panel, then maybe it is not being kicked off correctly by the program(s).

Since now try as follows:
-in Advanced TCP/IP >Settings>WINS, Enabled NetBIOS over TCP/IP and also LMHOSTS lookup -Enabled ...no efects, error remain
-msconfig>Services-Network Connections and DHCP Client boxes are checked
-Service staus of Net Logon and Network Location Awereness (NLA) are Stopped.Try to start them without success.
-verified Registry Value fo NetBT in HKLM/System/Curent ControlSet/Services/NetBt/Parameters/Transport Bind Name is set properly to/Device
-try to reinstall TCP/IP -no effects
Can you help to obtain Hotfix KB 833747 maybe this can solve the problem.
 
Event ID 4311 appears in the system log when you reinstall a network adapter in Windows XP

The above fix was included in SP2, if you have SP2 then you already have the hotfix installed. Otherwise you need to contact Microsoft for a link to download the hotfix as it is not otherwise available.

When you re-installed TCP/IP did you also try this?

Some general things to try.

See if System Restore will get you back to a restore point before your problem with Explorer.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.

I do not need it, myself, at the time, but it might come in handy later. I think I'll try it out in the next couple days if I get a chance.
 
Sfc /Scannow done, all System files are O.K.
Re System Restore found that is disabled.Very strange , if remember well didn't changed this recently.
Run KAV - no viruses found.
When try to go to some erlier time in System Restore -can not , why ?
The last thing what found when try to open any Windows site is that this site is open in japanese language.
When try with View>Encoding > Western Europe or Unicode some kinds of unknown signes and letters appears- not text in english.

You can't use System Restore if it's disabled.

Only Windows sites are openening that way? Strange. Are you sure that your timezone and all is set correctly in your copy of Windows? Double-click the clock in the tasktray to see, under the tab, "Timezone". And make sure your language settings for Windows are set correctly. Should be under Control Panel..
 
Another thought:

If you are ONLY having trouble with the language settings for a particular website or group of sites, then my first guess would really be that somewhere/somehow you chose the language settings for that site. There should be a link for language or one that says "English" I would think, in that web site.
 
Checked with Mozila and Opera browsers- have no problems they open Web site in English- so the problem is in connection with IE 6.
According linney advice verified Unsigned Device Drivers in Windows XP-Checked 302 file, signed 277 ,unsigned 25, files not scaned-0.
5 of them are from 2006.

Sorry forgot to confirm that this behaviour noticed ONLY when try to open MS Windows group Web sites using IE 6
 
I still would think it could be a language setting that was set accidentally, possibly, while in Internet Explorer. It could be that another browser would not use the same settings the same when visiting the website, b/c you'd be sending different credentials, somewhat, to the server when requesting the html documents for viewing.
 
Yes , something like that.This problem is sorted-Tools>Internet Options>Delete Cookies>DeleteFiles and sitauation regarding this inconvinient is settled.
NetBT Error remain.
 
Well, if you're saying you've fixed it with removing the cookies, then I'm glad to hear it. [smile] Glad you got it fixed.

As I stated before, I have SP2 installed on my PC, but probably after XP repear something happend and this hotfix KB 833747, already included in SP2, should be reinstalled.
Can you advice me please if egzist any way or metod to check my System (32 byt) regarding this specific hotfix.

I don't know of any independent way of checking whether a hotfix included in SP2 is actually installed and working. You can only confirm that SP2 is installed correctly.

There are programs that will check whether hotfixes and updates are installed correctly but they only check separately installed hotfixes and the latest ServicePack, not what was included in a ServicePack.

These programs are SystemInfo (run from a Command Prompt in XP Pro) QfeCheck, and Belarc Advisor.

You can explore this comment from the following article -

"your computer is still in an incomplete Windows XP SP2 state. You must complete the remaining steps and reinstall Windows XP SP2."

There are also logs in the Windows folder that may help.

Locate the Windows XP SP2 Setup log files. The Setup program logs information about the Windows XP SP2 installation to the following log files: • Setupapi.log • Svcpack.log. Any repair installation or clean installation will create similar logging files.

Hello linney,
Following your advices, verified and received confirmation that SP2 installation on my machine is correct one.
Finaly what remain is to try to reinstall this Hotfix KB833747 ( if I succeed to obtain it).
Fortunatelly I have not severe diturbs or bad functionality of my machine, so nothing serious- all this was just a chalenge to repear this Eroor ID 4311.
Again , thanks for your advices and assistance.
