We've had this recently as well. RES 5.7 will use Anywhere 17 and thus tries to unregister the old database software.
What happened for us is that the folder containing all the database application stuff was removed prior to this command being executed. If you check the full logs for the installation in the Temp directories it will give you the full path of the exectable it's trying to reach. Check if the folder and scjview.exe are still there. If they aren't you have this same issue and the way to fix it is to copy over an existing SQL Anywhere 16/17 folder and rename it to match the path in the logs.
Then rerun the prereqs and you should be able to continue installing.
Thanks. I started playing with some things and finally got it to work by installing Adobe 17 (the minimum version it wanted) before running and using the 5.7.0.2 prerequisites file. This worked, and I don't know why, but everything is now on 5.7.8.
