I get this error all the time
What is it and how can I get rid of it?

Your PRA has a clocking or connection problem. In LD60, LCNT loop 24. Here is an example of loop with errors

your loop may have counters against NONEWCALL. Try disabling your d-ch 55 in LD96, then DISL 24 in LD60, then RCNT 24 in LD60, then ENLL 24 in LD60. If the bearer is ok, and the problem was transient, then d-ch55 will re establish & the should enable ok.

The alarm shows LOS = Loss Of Signal, meaning that on your side the connection is interrupted.
Check whether the cables are connected correctly to the PSTN. Then disable the DChannel in LD 96, disable the loop in LD 60 and enable it again.
