Error creating DR disks - The File Was Not Found

I am trying to create Disaster Recovery disks for my NT 4.0 server (SP6A). ArcServe version is 6.61 SP2a. I create my 3 Windows NT setup disks by using the NT Install CD, and runing Winnt 32 /ox. All goes well. Disks are bootable and function normally. I then run "Create Boot disk" from the AS program group, and select "Specific Server". I select my server (the one I am physically at), insert the disks as prompted, and all goes well until I am asked to insert NT Setup Disk 3. I insert this disk, and the progress bar goes to appx. 16% and I then get an error "The File was not Found". If I click OK on the dialog, it then goes to create the Network DR, and will finish normally. If I click the Back button from the Network DR creation dialog, the Setup Disk 3 dialog says that it was created successfully.

My question is, is this just a known "bug" or is my disk 3 not being created properly?
