Error: Connection refused

I´ve got a process which is listening on port 89. If I use a URL like

http://127.0.0.1:89/xxxxxx

I get the error: 10061 Connection refused. Now i'm using I.E. 6 but it also fails in 5.5.
I´ve tried it with Netscape and it works fine.

Any suggestions of what could I do to solve this problem?
