Error Configuring Certificate Services for Radius WAP

I am trying to configure a Small Business Server 2003 for wireless networking with a RADIUS compatible WAP. I am following the instructions from Microsoft TechNet "Configuring Wireless Networking on Windows Small Business Server 2003" Updated: May 27 2009. I get the following error in step 6 while Completing Configuration of Wireless Services: "An error was detected while configuring Certificate Services. The Certificate Services Setup Wizard will need to be rerun to complete the configuration. Certificate Services failed with the following error: server execution failed 0x80080005 (-2146959355). I have tried the following from my google searches:
Both NICs have file and print sharing enabled.
Disabled NICs during installation.

Any suggestions?
