After switching Feature Release level on my Citrix Servers from none to FR2 and back again because our license was not yet available two out of three servers don't show any licenses and productcode any more. When I try to fill in the productcode the error message "Can't change productcode:error code 519" is displayed. When I look in the CMC of server1 this server is correct. It has a license and productcode, but server2 and server3 don't. When I switch to server2 this server has a license and productcode and server1 and server3 don't. When I then switch to server3 this server has a license and productcode and server1 and server2 don't.
Clicking in the CMC on another server then the one I am working on displays the errormessage: "can't complete the license list"
 
Even rebooting the servers (and so stopping and starting the IMA-service) didn't help.
 
I had a similar problem and turns out my feature release versions were not exact for all my servers. Run the cmc on all your servers and check the Help menu/ go to about cmc and check the versions and compare.
