what does this mean exactly it is from a nortel cs1k to a ericsson md110 across isgf?

Pretty much as it says.

Fir example if the line is in the connected state you cannot initiate a call setup.

Likewise if the line is in the idle state you can not initiate a disconnect.

Regarding your situation. Is one device configured LT and the other NT.

NT is more or less the same as FXS and LT is more or less the same as FXO.

The are opposite to each other and the equipment on either end has to be opposite.
