error - cannot start IPHLPAPI.DLL

I had exactly the same problem when I re-loaded MS-ME and then loaded Norton Internet Security for the first time.
I was trying to setup Network Neigborhood with our system that has MS-XP installed. In the end I had to set the MS-XP system as a trusted host (under Nortons [Personal Firewall]->[Configure]->Neworking). After that sharing worked and the IPHLPAPI.DLL can not start message stopped appearing after re-boots.
