Error Cannot find file WE80.cnf

I get "cannot find file we80.cnf" when I try to publish. I have been publishing this same site for years without any problem. Is this an error generated by the host, front page extension problem? I have never seen this error code. Any one who can help?

I think this is an error from your host. They may have changed something and now have to make certain the permissions are set right. This may be preventing you from writing to it.
