error at installing agent in winnt4

the error (the last line after the installation) is

the framework service failed to start with error -21

there´s no way to make it work. i tried rebooting, also reinstalling (upgrade) the agent, also uninstalling the agent and installing it again....
any ideas on what could be the problem?

Administrator Rights for installation ?
NT Service Pack 6 ?
Did you try to start the service manually after a time ?
What's in the Event Viewer (see NAI KB)?

manually tried --> starts but DOESN´T work (it´s a "fake start&quot
