Error AE9684 running CA Exchange backup

We use CA 12.0 for our backup solution. Recently I have been getting this error on my Exchange backups:

AE9684 - Exchange Server Error. HrESEBackupSetup failed. Mount the databases before backup. Check Backup Agent Activity Log

The databases that are backed up are mounted. When I look at the Backup Agent Activity log I see nothing there that points to a problem. I am doing Document and Database level backups. I see no errors in my event viewer relating to this. As far as I can tell the information stores that I have are being backed up. The log files are clearing after the backup. Where is this error coming from?
