Error-Active X Viewer unable to create resource objects

I am getting an error that states:
Seagate Softwate ActiveX Viewer is unable to create it's resource objects, To rectify this problem install IE4.0 or DCOM for Win 95.
My company runs NT with IE 5.0. I am using the the Crystal reports web server to distribute my reports. I use the Active X viewer to do this.
In regards to the error, I went to the Seagate Knowledge base and it stated that this error was because the crviewer.dll was loaded onto the computer by Visual Studio.
In my case, neither crystal reports or Visual studio was loaded onto this particular PC.
