Error 720 in Dialup and resource conflict with wan miniport (IP) #2

I keep getting an error 720 error whenever I try to connect with a DUN to my ISP. It says "connection attempt failed because your computer and remote computer could not agree on PPP control protocols" after going through all the negotiating and trying to register on the network. This started happening after I had uninstall then reinstalled the TCP/IP protocol for my ISP connection and cold-booted my computer.. Ever since, I have also had a resource conflict in device manager under network adapters (exclamation point) for a WAN miniport (IP) #2. Somehow this is related to my connection problems I figured.. I have not been successful in uninstalling this device due to the fact that it is used to boot up the computer. Booting up to safe mode doesn't work and says same thing.. I have deleted all network connections and have created new ones. I have no NIC card or any ethernet adapters besides a dialup. I have reinstalled the driver to no avail. and have uninstalled my modem and all network protocols then reinstalled them. My ISP connection did work before though, until I took out then reinstalled the tcp/ip protocol (due to having constant dropped connections so I thought my tcp/ip protocol stack was corrupted). I don't know what happened.. Is there some type of registry settings I should check? What is normally under Network Adapters in Device Manager if I have no NIC card?? It should say Dialup Adapter and/or Dialup Adapter #2 (VPN)??? I found this link, but don't know if the settings should be the same with a WAN miniport (IP)#2: I checked the value in my settings for #2 and it has no value where the Tcpip should be, but the other WAN miniport (IP) has a value Tcpip there under the upperbind key.. Since i'm weary of changing settings in my registry, I thought I should ask. Is there any way to just delete this wan miniport (IP) #2 since it seems I have a regulare WAN miniport (IP) that seems to be functioning properly when I expanded hidden devices in the Device Manager under Network Adapters. Please advise and any other suggestions appreciated. I don't want to cold install Windows 2000 prof and format all over again due to this one problem..such a headache..

Im trying to uninstall VPN local area connection, I install it by accident when I was trying to network my two computers togerther. Please help.
