ERROR 711 CANNOT LOAD REMOTE ACCESS SERVICE

Hi any one heard of this, had 3 instances this morning so maybe detecting a pattern?
Win Xp Error 711 CANNOT LOAD REMOTE ACCESS SERVICE CONNECTION MANAGER WHEN CREATING INTERNET CONNECTION. Gone into services to check and RAS on manual but not started. When I tried to start them error 5 unauthorised access even though users are main administrator. Nothing on the few virus sites I have visited, but I am starting to wonder.
Any help would be much appreciated, thanks.
