Error 692: Hardware failure-Can't get modem PC card to work

Specs: Dell Latitude CPx using Windows NT 4 and Novell Client
The initial problem was the docking station would not recognize the ethernet connection. This was corrected by Enabling the docking station in the BIOS and adding the drivers. But once this was done, the modem stopped responding. The modem was an Etherjet combo card for 10/100 ethernet and 56k modem. I don't have the specs on the card here at home. Desktop support for my company sent another modem card and drivers, but it responds the same. The modem card is a 3Com Megahertz Global 56K CCM1560 and after installing in Remote Access and trying to dial out, I get Error 692:Hardware failure in device (can't recall the entire message). I have deleted ports and modems and reinstalled many times over and even tried using another modem PC card and an external modem. I feel like I am missing a piece of information, but I've only worked with NT and RAS for 3 months. I feel like something is already using and blocking an area that the card needs to work, but I don't know what. If I delete the combo card from the laptop, the other modem card still gets the error and once I connect back to the network, IE will not work. So apparently something is relying on the combo card for WAN access. Very confusing for a newbie. Any suggestions appreciated. If more information would be useful, let me know and I'll bring home details from work.
