error: 69 installing sound card on Dell 166

I've been trying to install a sound card driver since a 98se re-install on an old Dell 166 and just keep getting the error: 69 message. I've even tried a new sound card and get the same error message, the drivers are the correct ones and the modem goes in no trouble. The only information I have on error: 69 is that it is a Communication-Buffer Overflow? any ideas would really be a great help, this one's driving me nuts!
