On upgrading with the impending Vista switch in mind I hit this apparently frequent Eudora error. After several hours of good bad and indifferent tech support, I think I have the answer to most instances of this problem.
Eudora 7.xxx and possibly earlier versions insist on sending all unsent mail on the first session. Either during the upgrade, however, or prior to it several messages from the inbox or another folder may have been transferred to the outgoing folder. These cannot be sent, and Eudora will fail to connect to the smtp server as long as they are in the folder.
Solution: Transfer all mail in the out box (which unlike Outlook, etc maintains both sent and pending messages in the same folder) to a new folder. Then send the new message.
It's the simplest things that take the most time.
