Error 429 creating crystal report on Client Computer

i got this message on the Client computer:
Runtime Error 429 Cant Create Activex Object, the problem is in the following line creating Crystal report object:
Set app=CreateObject("CrystalRuntime.Application.7")

NOTE:When i use my username on the client computer ( Administrator ) the report works fine on the .exe file. The problem is when i use the user username, on the client computer it bring out the error.
Whats wrong?
