Error 403

I am running Apache 1.3.11 on my NT server and i am trying to a cgi to work and i am getting the following error. "Error 403 Forbidden: "You don't have permission to access /cgi-bin/dcguest" on this server" i am getting this error when i try to access the cgi. I have check the Apache error log and it says. "Filename is not valid:d:/apache/cgi-bin/dcguest"

What do i need to do to fix this error.

I have installed Apache as the home directory and the cgi-bin is right under it.
