Error 403 on website

ok I am very confused hopefully someone can help me.

When I visit a certain website on my laptop I get a: Forbidden You don't have permission to access / on this server.

Apache/1.3.9 Server at

http://www.flcbsa.org

Port 80

but I can access the website on my other computer at home. Why is this? If someone could explain this to me it would help alot.
