Error 3027 Problems

I have an Access2003 database that consists of a number of tables with forms reflecting the data within the tables. When I distribute the system to users some of the forms work fine while others when open display nothing meaning not even the controls on the form. I build in code to upload data from a text file into one of the tables whose form is having the problem. When I try to upload the data I receive an error 3027 telling me the database or object is read only. I installed the system on a "clean" computer and can not duplicate the problems. I checked all the references and they are ok. This does not happen with all the tables, only a handfull. Anybody have ideas of what I could or where I could look for answers.

If the user has read only access to the drive/directory, the would not be able to create the ldb file, and this would cause the problem. Any chance of this?
