Error 2356. Couldn't locate cabinet in stream: Cabs.w2.cab

This is the error i am getting while trying to install Crystal Enterprise 10. Obviousely there is an issue with the cabinet file linking in the setup. Has anyone run across an error like this before and if so, what did you do to correct the issue.
