Error 1606. Could not access network location - Outlook 2003

Today, a user opened Outlook 2003 and got the following message: "Error 1606. Could not access network location."

I tried to repair and then uninstall the program, but the same error message continues to come up and will not let me continue. I've taken a look at Microsoft's Help and Support site, but not of the fixes that I found work.

Any help would greatly be appreciated.

I would assume some change in the path to the offline folder (ost), which Outlook unsuccessfully tries to access.
Try with a new profile.
Start->Control panel->Mail --> Profiles.
Set up a new one and retry.
