May be....file message.log not existe in your folder...
May be...file messaege.log not it same version sqlbase motor...
May be...if you have win95/98/2000/xp you not install from CD the Sqlbase, in this version requierd install from CD because Sqlbase write in register from windows the folder where are files and motor.
The problem was a a result of a previous installion - which was done using one directory structure while subsequent installtion were done using a different directory structure.
Both installations updated the registry, however only the first entry was been read when attempting to start the server.
Once the directory structure was change to match that of the first entry the problem was resolved.
