You can download one from write a floppy on machine that has a floppy drive, then create a bootable Cd from the floppy (most CD writing software will happily let you do this). might be helpful.
What you need is a bootable cd with the 98 boot disk settings on it.
Most burner programs will do it.
You can "emulate" a floppy or not. I like to not emulate a floppy because you can then have antivirus tools, disk tools, and other diagnostic programs on the cd also.
I also put all the drivers, network clients, etc. that our company needs on it so that I can reinstall them even if the PC will not connect to the network. With 700 megs of space you can have a lot of stuff handy in one place.
I call it my "Superdisk".
