Looking for some configuration/pricing advise for a Mitel Emergency Adviser. Vendor is quoting a quantity of 15 each "CESID License, qty 100" for a sub-total of $29k. This is in addition to the ER base s/w of about $10k, 3 each remote clients for $5.5k and the PSAP updater s/w for a little over $4k. Also, how well does ERA fit into system management 'scheme' with Enterprise/Ops manager?

For the amount of $$ you're about to spend you might want to investigate alternative options. One such that immediately springs to mind is the Xtend Enterprise Alert. Do a Google search to find out who to talk to.
 
Thanks - yes, I'm looking at Xtend, RedSky, 911ETC and others. The most cost effective solution seems to be going direct to Tone Commander. They have excellent support, free training, etc. Good platform-independent solution.
