Epson Autocutter problems

I have replaced 2 printers recently (actually I just changed out the autocutter on 1) Both were having the exact same problem. Out of the blue they began doing full cuts instead of partial cuts. Has anyone else ever encountered this and discovered what causes it. This is on Aloha 6.7 but I am 99% sure it is a printer problem since replacing the printer and in the other case the autocutter fixed the problem. I think it may be a microswitch or gear problem in the autocutter but google search yielded NO-ONE with the same problem. It just bugs me having to deal with the same problem twice on otherwise perfectly working printers. Can someone who has dealt with hundreds of epson thermal printers advise. My life experience is with about 20 epson TM-88 ii's iii's and iv's These are both iii's and I have a couple of ii's still cutting fine.
 
I've seen this a lot, not sure what causes the issue either. My first guess would be the cutter and 2nd guess would be something on the board. I usually just send them out for repair.
 
The dip switch is on bank sw2 dip2 is for cutting.
go to settings
Printing-Chits
Chit Content
Right side of screen, check if Use Full Paper Cuts is toggled
