Using Windows XP only no you cannot. However if you have a 3rd party tool such as Adobe PhotoShop installed then it can thumbnail such formats.
You also have to make sure that the software that you are using to create the eps file is one that will generate thumbnails.
EPS files themselves cannot be previewed as a thumbnail, so what most current applications do is create a thubnail everytime you save the file and embed the thumbnail in the eps file.
