Epodential numbers in Excel

I am using office XP and downloading MSExcel, CSV, and TSV files using Excel. For some reason when I have a column with expodential numbers EX. 23456E89076 (# containing E) it is displaying some of them as scientific and displaying it wrong EX. 2,00E+217

This files are being downloaded from my website and work fine in other versions of Excel. Does anyone know if this is an issue with this version of Excel or if Microsoft has this issue documented anywhere.
