Yes it needs to be run on either:
Windows NT4 Server
Windows 2000 Server
Windows 2000 Advance Server
Why?
It's a management software that was designed to be run on a server.
More so, it's designed to manage up to 250 000 connected nodes on a singel server and that amount of connections is no workstation OS designed for.

ePO can also be installed on NT Workstation, W2k Prof and XP. But you will have problems connecting to more than 10 clints, since clients are limited to 10 connections. If you have a chance installing the agent via e-mail or login script, you won't even have problems accessing the clients.
