Envelopes have blanks every other one 1

I am trying to print envelopes (with addresses from a query) but I'm getting a blank envelope after each one.

For Paper Size in the print properties I have:
Envelope #10

Width of the report:
5.625"

Height of the detail section:
3.8333"

All margins:
1"

This should not cause any overflow onto the next page. Does anyone have any ideas? It could be something obvious.

A #10 envelop is 4 1/8" high so a detail height of 3.8333" + 2" of margins would cause blank pages to be printed.
