enterprise manager load on PC

I have created a database and gone through the motion of creating a repostitory but then it hangs on the create repository user after i have entered the new passwords for sys and system.
Do I have to configure tnsnames manually to my PC on the network before attempting this or how does it work.
P.C just hangs trying to connect ...
sys@pctag:1521:dbname

any ideas as to what has been missed ?
or how can i manually confugre tnsnames with pctag etc.
