Ensure all T1's and PRI are programmed to transfer CLID

I have an issue with an Option 61c that sometimes sends out digits and sometimes doesn't for caller ID. Is this a T1 and PRI programming issue where some T1's and some PRI's are not programmed to send out digits for caller ID? Help please I am at a loss unless its a Central Office issue.
 
It's a phone programming problem and maybe the CDB.

Why change the engine if all you need is to change the spark plugs.
