English to Belgian in Excel Dates

We had a spreadsheet in Excel XP and one date in a column of dates kept changing itself to US style (mm/dd/yy). When we formatted the cell, it would show it was set at Dutch (Belgian). I would change back to English (Australian) and go out and lo and behold, it had changed back. I tried deleting the cell and re-typing. I tried copying the sheet to another sheet and re-typing that cell, I tried copying the sheet (minus that cell) to a fresh workbook and retyping. It reset itself to Dutch and Chinese at one point. Why won't it stay in English? I gave up and made it General Text in the end but this is frustrating me. Hope someone knows.
